NEEDS MOAR LENS FLARE!
Go to "file" from the toolbar at the top of the screen. Then click on "import". Once your sound/music file is imported, right click on the music layer and move the cursor over "panels" (there should be a small arrow beside it and another menu appear beside it), that is where you'll click "sound" (as you may or may not know the sound/music layers can be placed on the same layer as everything else, but I've found it easier and smoother to use multiple layers especially for sound). Now, a new window should've popped up that has tabs for: "Instance" "Effect" "Frame" and "Sound". On mine sound pops right up first. From here it's pretty self-explanatory, but if you have any more questions please feel free to ask, I'll do my best to help you out.
Also, I'm not sure if your version of flash has it, but under "Help" on the toolbar at the top there's a "Lessons" item (has a little arrow so that you can pick and choose the type of lesson) which was very useful to me when I started off. It will take you through the basics but also shows you an interactive way of animating and taught me how to import sound.
